Adds two more kernel cmdline detections
Adds support for UKI images, which read kernel cmdline options out of
either:
* /etc/cmdline.d/*.conf
* /etc/kernel/cmdline

Skip configuration if plymouth was already installed
This helps us skip the installer if something else on initial all failed
and we need to run things again.
